BOARD OF ASSESSORS

EXECUTIVE CHAMBERS - CITY HALL

April 1, 2009

                        Susan C. Warren, Assessors Office Coordinator/Deputy City Clerk

 
1)   CALL TO ORDER

The meeting was called to order at 2:00 PM. 

 2)   APPROVE MINUTES DATED MARCH 11, 2009

Minutes dated March 11, 2009, were previously reviewed by the Board.  Paul Croteau made a motion to accept the minutes as typed.  Chairperson Robert Pelchat seconded the motionMotion was made and seconded that the minutes of March 11, 2009, be accepted and placed on file.  Vote was taken and all approved.  The motion passed.

 3)   REVIEW VETERAN APPLICATIONS FOR TAX YEAR 2009

      A veteran tax credit application for Fernande Rodrigues of 1183 Main Street was reviewed and approved. 
 
4)   REVIEW & APPROVE ABATEMENT APPLICATIONS FOR TAX YEAR 2008

      The following abatements were reviewed and approved by the Board:

            * A memo from the tax collector regarding the property formerly under the name of Clara Fisher ETAL which was taken by the City in January 2009 had a balance due of $370.  The tax collector requested that the Board abate the balance.  The Board voted to do so and signed the proper form.

5)   NON-PUBLIC SESSION

The Chair Robert Pelchat called for a non-public session.  Paul Croteau made a motion to go into non-public session per RSA 91-A:3 II (c) “Matters which, if discussed in public, would likely affect adversely the reputation of any person, …” and Chair Pelchat seconded this motion.  All concurred.  The Board of Assessors went into non-public session.

 6)   RESULT OF NON-PUBLIC SESSION

      Paul Croteau made a motion to go into regular session and to seal income/expense information provided as this is confidential material and not right to know.  Chair Pelchat seconded the motion.  The Board reviewed and granted the following elderly/disabled lien applications:

The above noted taxpayers will be sent a form for their signature.  These forms will then be recorded at the Lancaster Registry of Deeds. 

 Elderly Applications for the following taxpayers were also reviewed & approved:

            An elderly exemption application for Maureen McDonough of 12 Coolidge Street was denied as she was over the asset limitation.  Ms. McDonough owns property at 1786 Riverside Drive, solely, and a second at 109 Emery Street, with her son.  She will be informed of her right to appeal this decision.

 7)      ADJOURNMENT

A motion to adjourn was made by Paul Croteau and seconded by Chair Pelchat.  Motion was made and seconded to adjourn.  The motion passed.  The meeting was adjourned at 3:10 PM.  The next meeting of the Board of Assessors will be held in the near future.
